GUEST Venerable Tenzin Priyadarshi is the president and CEO of the Dalai Lama Center for Ethics and Transformative Values at the Massachusetts Institute of Technology (MIT). In 2020, Priyadarshi released his book "Running Toward Mystery: The Adventure of an Unconventional Life”. In the book, he speaks about his walking away from his school at the age of 10 based on some dreams he had been having from the age of 6. He speaks about the various twists and turns in his journey that has now brought him to MIT.  In 2009, Priyadarshi founded the Dalai Lama Center for Ethics and Transformative Values at MIT to design and disseminate innovative programs on teaching secular ethics and human values. The Center for Ethics has 6 Nobel Peace Laureates as its founding members and its programs run in 5 countries while poised for a global reach. Published in January 2021. How RBI wants regulation for NBFCs?
Ruchi Bhatia, ET Now: The central bank on Friday released a discussion paper that aims to initiate a scale-based regulatory framework for NBFCs. The discussion paper said the regulatory framework of NBFCs should be based on a four-layered structure– base layer (NBFC-BL), middle layer (NBFC-ML), upper Layer (NBFC-UL), and top layer. The Base Layer will comprise NBFCs currently classified as Non-Systemically Important Non-Deposit taking NBFCs (NBFC-ND). The threshold for NBFCs falling in the layer will be fixed at ₹1000 crore. The regulatory framework can be supplemented by enhanced governance and disclosure standards. The maximum number of NBFCs will fall in this layer.   Moving up in the pyramid, the Middle Layer will consist of all non-deposit taking NBFCs classified currently as Systematically Important Non-Deposit taking NBFCs and all deposit-taking NBFCs. Certain NBFCs like the Housing Finance Company, Infrastructure Finance Company, Infrastructure Debt Fund will also feature in this layer on the basis of their activity. These NBFCs shall broadly be subjected to the regulatory structure as applicable for NBFC-ND-SI and NBFC-D at present. However, adverse regulatory arbitrage vis-à-vis banks are proposed to be addressed for NBFCs falling in this layer in order to reduce systemic risk spill-overs, where required. The Upper Layer of the scale based regulatory framework shall consist of only those NBFCs (about 25 to 30 in number) which are identified as systemically significant among NBFCs, based on a set of parameters mentioned in the discussion paper. In view of their large systemic significance and scale of operations, the regulation of these NBFCs will be tuned on similar lines as those for banks, though providing for the unique business model of the NBFCs as also preserving the flexibility of their operations. Some of the proposed regulations for these NBFCs include mandatory listing, the introduction of Common Equity Tier 1, & the Large Exposure Framework. NBFCs in the Upper Layer will be known as NBFC-Upper Layer (NBFC-UL).
