Taking a Look at the NPRM for SMS
As expected, the FAA released proposed rules (NPRM) about expanding Safety Management System (SMS) requirements to certain Part 121 certificate holders and others. Host Jason Starke read the NPRM and shares his initial thoughts on the proposal.
The NPRM directly addresses SMS requirements for Part 135 air charter operations and companies holding a letter of authorization to conduct air tour operations (under Part 91.147).
Deadline for comment is March 13, 2023.

Talk of the Town: SMS Regs Coming to Part 135?
There've been rumblings about SMS Regs coming to Part 135 operators. Listen in to get accurate information of what's actually in the sections of 14 CFR 5 as applicable to "States."
NOTE: This episode was recorded just prior to the 2023 FAA Notice of Proposed Rulemaking (NPRM) (88 FR 1932), which directly addresses Safety Management System (SMS) requirements for “certain certificate holders and commercial air tour operators." As published on Jan. 11, 2023, the FAA proposed rule includes “commuter and on-demand operations, commercial air tour operators, production certificate (PC) holders that are holders or licensees of a type certificate (TC) for the same product, and holders of a TC who license out that TC for production."

It's No Fantasy, There Are Culture Islands
Why is communicating in the workplace sometimes a challenge? If you’re trying to convey information to a team or to a larger group of employees, it may be difficult because of micro cultures within your organization. In this episode, Jason Starke talks about relating to employees that may be on a “cultural island” defined more by similar jobs, locations, responsibilities, or other characteristics. Are We Experiencing a "Woke" Moment in Safety Thinking?
Is this "new" thinking toward safety (HOP, Safety 2) a "woke" movement within the aviation industry? The movement could be described as a shift in focus from frontline to the organizational system as the result of a failure, but could that shift go too far?
In this episode we discuss rather the focus on the organization's role is perhaps not as new of a concept as proponents are making it out to be. Has the correlation between individual responsibility and the responsibility of the system already been evident in organizations where leadership and safety culture are vibrant? Perhaps we don't need to go out and embrace a new movement, or an "awokeness" towards safety but keep our leadership and safety culture vibrant and healthy.

BOLO - Awareness as a Mitigation
"Be On The Lookout" is a way to add "awareness" as an element to control risk. Although awareness is lower on a hierarchy of risk controls, it is an effective tool that can be used individually, with your team, or your crew. Pre-flight or pre-shift briefings can set-up the workgroup to be on the lookout for a particular risk or situation.

The Value of Effective Data Categorization
Incidents, accidents, events, near misses, hazards - all these represent the stream of incoming data you are managing. The problem is the value of that data is only as good as the system you have to retrieve and sort it. This is where our topic for today comes in - finding an effective categorization scheme. When our categories are applicable it helps us find our data- easier, faster and help us link things in our data. Get 'Er Done! Speeding Up & Reaching Goals
Here's a familiar scenario - Your team starts off a project with a lot of energy. But lately, activity has waned.
Maybe the team (or you) need a nudge (or reset) to get back in action. Listen how the “goal gradient effect” may be utilized to get the team moving again.
Whether you are working toward setting or reaching your safety goals, the end may be closer than you realize. The Goal Gradient Effect states that as people get closer to a reward, they speed up their behavior to get to their goal faster. In other words, people are motivated by how much is left to reach their target, not how far they've come. The idea was named by behaviorist Clark Hull in 1932.
