In-Depth News Analysis: The historic downpours and flooding in Seoul and the central regions last week left at least 20 dead or missing. Among those who lost their lives were three members of a family, who drowned after their semi-underground “banjiha” apartment unit became submerged. In light of this incident, Seoul city has said it will look to phase out such units. However, this plan has sparked concern over what will happen to those living in such housing.
